Thermal and Battery

Nominal work runs normally; fair/serious states reduce optional sampling; critical state pauses nonessential work. Archival recording is preserved. Battery policy can pause long work below a threshold or require external power. These adaptations are deterministic simulations until measured on physical hardware.
