Temporal Mask Propagation

A reviewer selects a reviewed keyframe and frame range. The track-aware propagator creates one unreviewed suggestion per reachable frame, records the source keyframe and method in provenance, and decays confidence with distance. Propagation stops before known track loss and warns at the boundary.

Review can proceed frame by frame. Batch acceptance requires a separate explicit confirmation and creates revision history; propagation itself never creates verified annotations.
