Pascal VOC Export

Pascal VOC export writes one XML annotation per image with the file name, image dimensions, class, pixel bounding coordinates, and difficulty flag. Validation rejects missing categories, invalid boxes, duplicate IDs, unsafe names, and inconsistent counts.
