Annotation Quality Checks

Phase 9 ground-truth selection applies approved-review and ambiguity rules after Phase 8 quality checks. Blocking findings and reviewer disagreement remain excluded by default and are reported rather than silently discarded.

Phase 8 defines rules for bounds and size, duplicates, categories, polygons, masks, visibility, tracks, interpolation, propagation, reviewer decisions, split leakage, imbalance, corruption, and integrity. Every finding has severity, stable rule identifier, explanation, suggested action, affected records, optional frame or track, resolution, and whether it blocks export.

Implemented deterministic checks cover missing categories, invalid or unusually sized boxes, duplicate boxes, unreviewed interpolation, and empty masks. The remaining rule identifiers are stable plugin and future-service boundaries; they are not silently reported as completed checks.
